Rom 16:1-2
"I commend to you our sister Phoebe, a servant of the church at Cenchreae."
Phoebe (Phoibe) is the carrier of the letter — she took it from Corinth to Rome. Paul calls her diakonon (deaconess/minister) and prostatis (protector/patron) — terms of leadership and service. Of the 29 people greeted, at least 10 are women, many with leadership roles.

"Greet Prisca and Aquila, my fellow workers in Christ Jesus, who risked their necks for my life."
Prisca and Aquila appear 6 times in the NT — always as a ministerial pair. Notably, Prisca is mentioned first 4 of those 6 times, suggesting a more prominent leadership role.
